xperf.exe, included in the Windows Performance Toolkit, which itself is part of the Windows SDK, is a tool to record Event Tracing for Windows (ETW) events into a ETW event log file (.ETL).

Since Windows 8, it is recommend to use the Windows Performance Recorder (WPR.exe) to collect ETW events.
