Questions about paid app use Google Play Game services to transfer

Situation: A paid app is online and I want to transfer it from account A to account B. But the app is using Google Play Game services.

Question:

1. If I transfer it, can the old users log in after that?
2. Will they lost their data after transfer?
3. Is there anything I can do to avoid that?
