html javascript display today's date if it's before 1pm otherwise display next business day

Question

I would like to display earliest available shipping date on my website. Out order cut off time is 1pm, so it should display dates differently before and after that time considering weekends and holidays. I have no knowledge in coding so any small idea can help me alot :(

<p>Ship out: <span class="closestDate">Aug 28th Monday</span></p>

1. display today's date if today is business day and is before 1pm. or display next available business date if today is weekend or holiday or after 1pm of business day.

example

• if it's Aug 25th Fri 12pm -> ship out: Aug 25th Fri
• if it's Aug 25th Fri 2pm -> ship out: Aug 28th Mon
• if it's Aug 28th Mon 12pm -> ship out: Aug 28th Mon
• if it's Aug 28th Mon 3pm -> ship out: Aug 29th Tue

2. It must consider weekends and holidays(customizable NOT API..).
3. We are in KST time zone so UTC+9hours if this info is needed.
