Is this right? Or is this against the rules?

Generally, it is considered perfectly good practice to route tracks under the component to which they connect.

Is it less acceptable (although still done) to route a track that originates in (e.g.) component A under component B. This is still done in many cases, particularly with larger components.

The biggest caveat is that the tracks' characteristics (voltage levels, frequency, etc) may require you to keep it away from other elements. This should override any other considerations.

The track that originates on pin 2 of J1 shorts pins 1 & 2 of U2 - I suggest that you may need to look a this area more closely.

If your question is about running tracks under components, then Seths advice is correct. I would also add, that as well as the route chosen, the track width needs to be appropriate for the current.
