I want to create / use an existing system to edit a pdf and have automatically generated buttons/ links which you can drag onto the pdf and save it while having the links active.

Adobe acrobat: Is there possibilities of a drag and drop system if custom JS is created for it?
interact.js : Custom development to create this functionality
I am open to other suggestions however time is a constraint. I am a backend developer at best so it may also take me a while to wrap my head around.
I am open to coding it or using an existing product and building on it. Ideally an existing product would be best that I use custom development for.
