My Flutter app's AndroidManifest.xml contains com.google.android.gms.permission.AD_ID

Last week I declared that my app contains ads. Google Play Console -> App content -> Ads. If I click "Show summary" I can see:

Ads You told us that your app contains ads. The 'Contains ads' label will be shown next to your app on Google Play.

"Contains ads" label is shown next to my app on Google Play.

When I try to upload new release to Internal track I get the following:

Google Api Error: Invalid request - This release includes the com.google.android.gms.permission.AD_ID permission but your declaration on Play Console says your app doesn't use advertising ID. You must update your advertising ID declaration.

I thought probably it is necessary to wait for some time until update works, but week has passed and the issue is still present.

Does anyone have the idea how to solve this?

UPDATE: I mixed up "Ads" and "Advertising id". Here is Google Support Answer:

Upon checking, it seems that you are pertaining to "Ads" rather than the "Advertising ID". I've checked your Advertising ID part in your app's Play Console and it seems that you've ticked "No" in "This includes any SDKs that your app imports that use advertising ID" basing on your previous statement that your manifest contains "com.google.android.gms.permission.AD_ID", kindly tick the checkbox "Yes" so that it would not show the said error when you upload the release.

Kindly follow the instructions below to go to "Advertising ID":

  1. Choose an app
  2. Go to Policy and Programs
  3. Click App content
  4. Scroll down to Advertising ID
