Deploy Django project in railway

I try to move my project from HEROKU to RAILWAY, but i got this error

When try to start a new project i get the same error

Using Nixpacks

Error: Error reading runtime.txt

Caused by: stream did not contain valid UTF-8

I tried to redo the project from the beginning, but nothings change
