We would like to clarify first-time the app is approved after any bug or issue would come that time the build number just increments to upload on app store connect then would the user get an updated app? or Need to increment both the build number and app version number?

We would appreciate your help.

If you are releasing an update after a release has already been approved then you must increment the version. The build number doesn't need to change. When you submit new binaries within a version before approval/release (say for TestFlight or if Apple rejects your build) then you increase the build number – Paulw11 Nov 10 '22 at 19:23
