Before this is marked as duplicate, I have looked at this post already and it doesn't seem to be valid anymore. I have followed the steps of installing OSGeo4W and making sure PROJ is selected as one of the downloads, however the files required to make the GDAL build work is not in any of the directories.
There is no longer a OSGeo4W64\proj directory, but there is a OSGeo4W\share\proj directory now, but I can't find a way to get the old version to compare if this is actually the directory that it's looking for.
Also I can't find anything resembling the OSGeo4W64\lib\proj_5_2.lib file in the latest version.
I am using VS 2019 x64
