Highlight Consecutive Cells with same value more than 6 times with conditional formatting

G'day - been trying to solve a highlighting issue when the word 'Regulated Work' appears more than 6 times in a row consecutively using conditional formatting but cant get it quite right.

Tried using - =and($4:$13=''Regulated Work'',COUNTIF($4:$13,''Regulated Work'')>6) and a few variants as a formula to determine which cells to highlight, but no joy.

Any suggestions?
