I did try to add web fragment to the spring-servlet.xml but that did not work.
http://java.sun.com/xml/ns/javaee
https://java.sun.com/xml/ns/javaee/web-fragment_3_0.xsd
Version that my application using is JDK 1.8 Tomcat embed-el - 9.0.60 Spring 2.5.12
I am not sure what change needed for this to work.
