Is there a way to merge this so the data looks like below?

Maybe this work for you
> df1 <- data.frame(UniqueID = 1:3)
> df2 <- data.frame(Date = 2020:2022)
> expand.grid(c(df1, df2))
UniqueID Date
1 1 2020
2 2 2020
3 3 2020
4 1 2021
5 2 2021
6 3 2021
