Creating new status bar not working with targetSdkVersion 30

Question

I need to override status bar for one of my applications.

Previously, when I using targetSdkVersion 21, the code block was working perfectly but when I switched targetSdkVersion to 30, it crashes with the following error:

I tried using :

int viewType;
if(Build.VERSION.SDK_INT < Build.VERSION_CODES.O) {
    viewType = WindowManager.LayoutParams.TYPE_PHONE;
} else {
    viewType = WindowManager.LayoutParams.TYPE_APPLICATION_OVERLAY;
}

instead of :

WindowManager.LayoutParams.TYPE_SYSTEM_ERROR

But it crashes the same way.

I have also added Permissions to manifest :

<uses-permission android:name="android.permission.SYSTEM_ALERT_WINDOW" />
<uses-permission android:name="android.permission.WAKE_LOCK" />

I was trying multiple options (WindowManager.LayoutParams.TYPE_PHONE, WindowManager.LayoutParams.TYPE_SYSTEM_ALERT and WindowManager.LayoutParams.TYPE_APPLICATION_PANEL) and none of them worked, so when I used WindowManager.LayoutParams.TYPE_TOAST on my API 21 phone, it did not throw the error anymore and started working, but I also had to do the if switch there.
