FortiClient developers need to update the VPN client for Big Sur.

- Other Solution:-

Go to -> System Preference -> Network -> Click on (+).
Select Interface as VPN and "Cisco IPSec" as VPN Type.
Enter the "IP Address, name & password".
Enter secret shared key and group name
