creating a vault on Ansible tower without using CLI

My environment does not allow remote ssh connections to ansible server.

Is there a way to create a vault and encrypt through ansible tower without using CLI?

Ansible: 2.9.7
Tower: 3.6.2

P.S: I'm able to configure an existing vault in the tower. But couldn't figure out how to create a vault through the tower.

I'm talking about your own personal local dev machine, not your server. Simply install ansible and you get the ansible-vault command line. – Zeitounator Aug 05 '20 at 05:39
@Zeitounator you mean to say we can create only through CLI, its not possible with tower UI. Is it so? – Siva Aug 05 '20 at 07:11
