Nuget packing not including dependncies in right way

Question

I have a C# library, let say "Utilities" that uses Log4net as dependency, I am using .net framwork 4.6.1, I finished developeing this library and do a nuget pack Utilities.projcs and then push this package.

While I'm try to use this Utilities in another project that which is an asp.net core "2.1" project, I got this exception

**Method not found: 'log4net.ILog log4net.LogManager.GetLogger(System.String)'.**
System.MissingMethodException

      Message=Method not found: 'log4net.ILog log4net.LogManager.GetLogger(System.String)'.

Any ideas to solve this, I spent the last couple of days to solve it but no luck

NOTE: When I add Reference manually by location in my pc (My library + Log4net) it works fine!!

So you mean this is the only solution to re-create the whole project again! and something not understandable here, I already have some nuget packages written in .net framework 4.6.1, and I can use them in my asp core, the problem seems to be related in dependencies and nuget packing for me – Mostafa Hassan Apr 15 '20 at 05:19
if you use .net framework Nuget in .net core, the project will give you warnings and you might get some errors at runtime. 2 questions are you using .net core with .net framework? do you have any reference of log4net in .net core app? – Manish Apr 15 '20 at 05:21
I don't have any reference for log4net in my asp core app, the thing is when I add Reference manually by location in my pc (My library + Log4net) it works fine!!, but when I use the nuget it doesn't work!! – Mostafa Hassan Apr 15 '20 at 05:53
