This package is compiled for ancient ubuntu 16.04 (as you can recognize from the end of the repo URL), which (according to https://distrowatch.com/table.php?distribution=ubuntu) shipped with python 3.5.1 — while your mint 16.2 is on python 3.6.7 and has no 3.5 version available.
So one way to install it would be to try to find a package that is built for ubuntu 18.10, which is on python 3.6.
