Visual Studio 2017 Publishing error "Reference in the manifest does not match the identity of the downloaded assembly Microsoft.SqlServer.Types.dll."

Question

When i add this file from applications in Visual Studio It shows this error

when i Add this file then it shows error even in Development PC when i try to
install the click one Exe
and when i changed it to AUTO from application into Visual Studio it shows the following Error

But On Development PC It does not show this error when i select Auto from VS->Application Files only shows error on other(Client) PC I have also Tried this but not worked
I have also changed the manifest Option but does not work
