Would it be reasonable to run an irc server on a webserver? Would there be a lot of impact?

This server will be used for interoffice relations connected to by 12-20 people at a time.

I'm looking at UnrealIRCD + Anope Services

Generally speaking unless you're providing service to thousands of very active users, IRC is a very low-load application. That said, you've provided zero details about the current load situation on your server, so none of us is going to be able to give you a good answer.

Other than possible load issues, there's nothing inherent about running and IRCd that would cause negative affects on an httpd.
