Ubuntu 22 need to have <1.14 nginx to install Passenger Phusion for Ruby app server

Question

I'm trying to install Phusion Passenger but NGINX required is <1.14.

For Ubuntu 22 the default is 1.18.X

Need to have a slightly older version on the OS.
