As of 2021, the city has started to consider further annexation of land, new subdivision development, while excepting a manufactured home on a lot no larger than "0.05 acres." Generally the city only allows such homes on single-acre lots.
The city is served by the Nixon-Smiley Consolidated Independent School District. Smiley has two cafes, no gas stations, a Wells Fargo bank and one blinking traffic signal at the intersection of US87 and FM108.
