It is located in the province of Western Finland and is part of the Ostrobothnia region. The municipality has a population of 5,458 (31 December 2023) and covers an area of 1,954.94 square kilometres (754.81 sq mi) of which 1,433.95 km2 (553.65 sq mi) is water. The population density is 10.45 inhabitants per square kilometre (27.1/sq mi).

The municipality is bilingual, with the majority (85%) being Swedish and the minority (10%) Finnish speakers.
