Although Israelis are allowed multiple citizenship, a 2002 government regulation forbids them from using foreign passports when entering or leaving Israeli territory. Holders of the Israeli passport—or, in some cases, a foreign passport that has been used to enter Israel—are entirely prohibited from entering sixteen countries; this restriction includes the country's Arab citizens.
