Downloaded spring project contains an error

Question

I downloaded a spring project from start.spring.io with following characteristics: Maven, Java, 2.7.13, Jar, version 8. Dependencies postgresql, and postgresql. Here is my pom.xml file:

Error type is Plugin 'org.springframework.boot:spring-boot-maven-plugin:' not found. I can't fix it.

I tried updating Maven but id did not help.
