Can't make confluence run on port 80 with Windows Server 2012 R2

I am trying to get Confluence to run on port 80 using Windows Server 2012 R2. It's not working even after reinstalling it on port 8090. But the default works great locally. netstat -abn yields nothing running on port 80. Any ideas on what to try?
